China is all over Cambodia… Since 50 years (and more). They supported the Khmer Rouge, and kept doing so long after the Pol Pot regime fell (the West too by the way). Today they can invest heavily without being questioned. Today they manage to have 20 Uighur seeking refugee status in Cambodia to be sent back to China.
The Chinese are happy in Cambodia…
